3D Environment Proposal

My job involves modelling a portion of Victoria Mill, specifically two of the buildings present in Victoria Mill. Pictures of both of the buildings from different angles, along with adjacent buildings if required, would be necessary to model the buildings. A proper skyline would have to be created, as to maintain a consistent sense of detail.
The Textures would either be photo-realistic, consisting of pictures of the actual buildings; brick textures, windows, grass, would be used. The Textures wouldn't have to be entirely crisp as a bird’s eye view of the buildings would be used the most. A Cel-Shaded version would be used if actual texturing would take too long to render. The Cel-Shading might be a unique, as a realistic texture might enter the ‘Uncanny Valley’.

Lighting would be handled by a ‘master’ light representing the sun. Secondary lights originating from sources such as windows and lighting fixtures would be kept in during day shots, and only become apparent during a night time shot.
Only the outside of the Victoria mill buildings would be modelled  The camera would move in between the buildings, simulating a person walking, or maybe running, throughout the courtyard. Some of the buildings would be modelled from the inside, transitioning with the scenes fading in and out. The textures would be the photo realistic ones as it would be appropriate from a ground view.
The models would only be constructed from the outside, but the camera would simulate a bird flying in between the buildings. The majority of the buildings would have to be modeled  a transition happening whenever the bird ‘blinks’ transitioning between the teams different models.
